elpa-epl software package provides Emacs Package Library, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-epl
elpa-epl is installed in your system.
Make ensure the elpa-epl package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-epl *
You will get with elpa-epl package name, version, architecture and description in a table
